Tougher measures to combat youth crime are imminent in Victoria after a teenager was arrested following a fatal crash involving a suspected stolen car. A motorcyclist was hit and killed in a collision with a BMW at the intersection of Bell Street and Victoria Street in Preston, north of Melbourne, early Sunday.
